National Teacher Competency Framework — UNICEF Timor-Leste
Designed a national teacher competency framework for the Ministry of Education of Timor-Leste under a UNICEF contract, working directly with the Minister of Education and the UNICEF Country Representative. The engagement ran across six structured deliverables: stakeholder mapping, legal and policy desk review, draft framework, validation cycles, pilot feedback analysis, and a final implementation roadmap. Benchmarked against the South-East Asia Teachers Competency Framework and informed by key informant interviews, focus group discussions, and ministry consultations. The finished framework was designed for adoption and long-term institutional sustainability, not just delivery.
